In saying it has virtually zero to do with the mode of transport residents used, you are bolstering my point that strict accounting and charging of user fees only to build roads is irrelevant. It always has been a general purpose of society, through its form of government, to establish and maintain the infrastructure of mobility. If it comes from property taxes, sales taxes, registration fees, fuel taxes, whatever, there is an overall benefit beyond that merely to the cluck behind the wheel.

Absolutely wrong IMO. It is all part and parcel of the network. You can't chop off those substantial costs just because they don't fit the "user-fee paid" model. Unless you want us all to park on the freeway ramps at night.
