Let's get this back to where it was - You weren't talking about "not being allowed to use Motorways" - you were talking about not being allowed to pbutt a driving test at all.
It has to take a set time, wherever in the country it's being taken. It has to be capable of being completed in that time no matter what (relatively normal) road conditions are encountered. It has to include the same elements in that time.
So if somebody in Inverness has to have a half-day test just so they can get to the nearest bit of motorway, so must somebody in Slough. Which is going to be the easier test?
That you don't have to be way out in the boonies for it just plain not to be possible.

Let's turn it around - if the test tested a decent standard of awareness and competence, would you NEED to test on a full variety of roads? Why?
