Thinking about it, you're probably right. If someone were to drive to DSA standard but with the confidence and flow of an IAM candidate I suspect there would be nothing to choose between them. Just need to make the test longer and cover more road types.

That's the problem. Once the bean counters get involved the reason for doing it changes from "it's the right thing to do" to "it's affordable and it's something".
If they want to drive they will. Again, it's political will.
I doubt very much that any of us here are that far apart when it comes to driving. We may argue semantics and pedantry but we ALL have a genuine interest in driving, for whatever our own reasons.
