I buttume that he meant "posted" speed limits, not those speed limits as seen by a safety officer. These vary from car to car, driver to driver, road to road, weather to weather, and so on.
I was giving a talk to an audience which included police officers, and a portion of the talk was as outlined above. The police were nodding in agreement, realizing that the safe speed could not be determined. merely a speed at which the officer might want to "study the situation" ie Stop you for a talk.
