That's just the next step from ID cards. You tie the central government database in with the financial insbreastutions. Then you can do away with the mulbreastide of debit-credit cards people carry around with them. Moving on from that you make information available to businesses and you can do away with all the loyalty cards, membership cards etc. which people carry around with them. So you only need one card. Since you will be told to carry the card with you at all times you can then do away with money and we become a cashless society. The system will know your 'social status' so credit cards, loans, mortgages etc. are a non-issue; it just all becomes part of your financial profile. The system will take your salary, extract out what you owe people and leave you with your 'allowance' at the end. If you cannot prove who you are then you cannot get an ID card, and without it you cannot earn money, receive benefits or pay for goods and services. Scary poo.
Ok might not happen, but why not? If you can get the various insbreastutions talking the same language, or implement the correct translators then there is no reason why it couldn;t become a reality. And imagine getting lost in *that* system...
