Nope..the Traffic Commissioner can even stop someone applying for their HGV-LGV provisional licence. Isolated events of speeding-overloading where the perpetrator is caught in a roadside check or on GATSO are dealt with by the Police but the TC is also informed. If a history starts to build up, then they poke their nose in. THe TC deals with speeders caught during tacho analysis.
It's the rules we agree to play by when we apply for the licence. TBH, it's better that way. You get a person making the judgement who specialises in the field instead of a Magistrate who mostly sees thieves, drunks and speeders. The penalties are more severe but then again, a lorry is a big heavy thing and doesn't need to be going fast to kill someone. The TC is also not influenced by whatever targets the local plod has been told to meet as well. All in all, it's quite well balanced with those taking the pee getting what they deserve and those genuinely making mistakes getting them pointed out.
