The situation I described is admittedly rare, but I have known it.
In these cases I have used a combination of dipped headlights and front fog lights. I'm sure we're all aware that in foggy conditions the use of main beam headlights is counter productive, as the fog throws too much light back at you, and dipped beams are quickly found to be better. I think you introduced the idea of front fog lights instead of dipped headlights.
As for the use of rear fog lights I found that at the low speeds involved, a following driver would stay close enough to see normal tail lights, and I would dispense with the rear fogs to avoid presenting him with too much light.

Sorry Mark, but that is how I found it to work.
These matters, and our view of them, are surely subject to the density of the fog and the character of the roads we travel at such a time. I expect we have different roads and a different sort of fog up here in civilisation.
All I can suggest is that we do what we each think is best in the circumstances, best for ourselves and giving due consideration for others.
