These tests have little to nothing to do with highway safety. There primary purpose is to justify themself, as if they do have something to do with highway safety, and to do that, they are deliberately worded oddly so that a certain number of people will fail, not because of any lack of knowledge of the rules of the road or highway safety, but due to the odd wording.
Dangerous and careless drivers will pbutt and fail these tests at the same rate as safe and carefull drivers.

All these tests can determine is if one CAN drive safely, not if they WILL drive safely. Virtually everybody CAN drive safely. Even Dangerous and careless drivers CAN drive safely when they choose to. These tests do nothing to filter out those who WILL drive dangerously.
Driver Licensing offers no significant measure of safety or responsibility on our public highways that didn't already exist without driver licensing. I challenge anyone to come up with a scenario where driver licensing offers any significant measure of safety or responsibility that didn't exist to begin with without licensing.
Driving is not a Privilege. Driving is a Right. Our public highways are intended to enhance our Right of Liberty. Yet, with this LIE that driving is a privilege, the more our public highways are made unuseable by anything but the automobile, the more we become prisoners of privilege behind bars of blacktop.
