I left your post unsnipped simply because I didn't see anything that I could cut out without losing all context... in any case, the officer that you spoke to is probably correct. The only solution that I can come up with is requesting to your local authorities that official signs be erected that state something like "do not block driveway" or similar; then there would be the possibility of enforcement. The authorities may be resistant to that plan as as you state, your driveway is not a public road. However, if there's enough people working in that complex that this is a serious issue for many people, you may be able to get enough people together to have your concerns taken seriously. It would also be helpful if you (or a significant number of people affected by this issue) lived nearby, as generally local governments tend to take the concerns of residents more seriously than people who don't vote or pay taxes in their area of concern.

It's entirely possible that if this is a high enough traffic area that the whole mess could be turned into a signalized intersection, but as this is a very costly solution I don't think it will happen unless there's seriously high traffic volumes coming out of your complex. Also more lights only slow traffic even more unless they're well synchronized with the other lights in the area.
Have you considered buying a large SUV? Size confers right of way, you know.
