I am not so sure this is as bad as you think.

Lack of anticipation is the problem. Something happens on a motorway - someone pulling over because their engine is coughing. Other drivers not anticipating, suddenly brake when they see the car in trouble braking with its indicator on. Tailgaiting drivers then over-react to that braking, leading to the initial bunching. This over-reaction then continues due to tailgating and lack of anticipation.

When you get to the front of the queue, all you see is the car on the side with it's bonnet up.

This needs to be a two way street. Twice yesterday I had a lorry enter a roundabout ahead of me, causing me to slow.

Then slow a little on the approach and get them to join ahead. If that driver wants to do X mph, and that just happens to be the speed you want to do, move back in behind. If it pains you too lose 2mph, go and find another job.

If it was me of course, I would have adjusted speed to join behind. If I found myself to your left, I would slow enough to allow you to pbutt and move back.
