It's not so much changing abilities that's the issue IMO, it's that people think they own the road, think they can get away with breaking the rules and drive without any consideration for others without consequences. If you retest them they will simply be on their best behaviour during the test then revert back to their bad habits afterwards. If testing could weed out prats effectively then surely they wouldn't have pbutted in the first place.
Perhaps psychological profiling would be useful as part of the driving test- it might weed out the reckless hotheads :-)
I disagree, I think that is totally unnecessary (and would be costly) and inconveniences good drivers rather than just the rubbish ones. I don't know about anyone else, but the day of my test was one of the most nerve wracking of my life, I don't fancy having to go through that again just because some other drivers are crap. It would be political dissolution as well, I doubt even 1 in 10 people would support such a law, at least not when they are faced with a retest themselves.
I think if anyone ought to be retested it should only be people who are convicted of driving offences, at least the worst offenders anyway. There is surely no need to retest those with unblemished driving records just for the sake of it. It wouldn't send out the right message IMO- which should be that bad drivers will be under close scrutiny and have to go through the trauma of a retest if they screw up, but good drivers will be rewarded by being left alone.
In any case, as licences have 'expiry' dates on them, I think there'd be a lot of angry motorists out there if the rules were changed and those dates were made null and void at the stroke of a pen! You could start periodical testing for new drivers I suppose, but people who already have their licences are likely to be seriously peeed off if they are included.
