Just because one fails the test doesn't make one a dangerous or even a bad driver! You can fail because you're nervous or over cautious on the day due to the pressure. Perhaps you have a bad head that day, or the flu, wouldn't normally take the car out, can't do the test and are banned until you can take it etc. It takes superhuman efforts for some people to overcome their fear of being tested-failing to sit the test and pbutt, and it seems grossly unfair to me to force otherwise good drivers to go through it over and over to satisfy the kneejerk 'think of the chiiildruuun!' fraternity.

Nor does pbutting the test mean that driver won't go on to drive recklessly and kill someone.

I'd guess that most drivers who kill have some previous history of driving offences, and those are the people who should be targeted. Perhaps a ban and retest on the third conviction? Also, if these traffic police programmes are to be believed, a good proportion of lethal drivers drive illegally anyway, and retesting won't change that. It could possibly even force many more people to take a chance and drive without a licence, and therefore without insurance etc.
