Well, I hear what you say but I'm not convinced. In addition to California (three visits so far, and from Palms Springs in the South right up to, and into, Oregon). I have also toured New York State (twice) from the city to Niagra. Also done a 'Deep South' tour from New Orleans up through Natchez, Tupelo, Memphis, Nashville, and back via Tennessee Georgia, etc. So I've driven East Coast, West Coast and deep South. On every occasion my party and I have regularly commented on the dramatic difference between the speeds driven by American drivers - and those driven by UK drivers.
On one occasion we drove from Palm Springs to Redding in one go (exchanging drivers). It was a 12 hour journey up I5 and we set the cruise control to 68. During that 12 hour marathon we were very very rarely overtaken - and even when we were, the drivers overtaking were only travelling at a mile or two above our speed. I do not doubt that there may be some areas in America where motorists drive like they do in the UK - but the closest I've come to that was on the interstate between San Francisco and Sacramento. I repeat that on most roads of the type that we would describe as NSL, in the areas I have referred to, speed limit adherence is almost total.
