In short, we are discussing enforcement of existing vehicle lighting laws as being a preferred solution to forcing auto systems on everybody as a form of compliance enforcement. It's always best to train people to do what they should do (give them a ticket and fines, driver training, etc.) instead of training them to do the opposite of what they should do (which it what auto control systems condition people to do by definition)
