Well, Arf, you've already let us know that you are omniscient, so I guess you know the exact details of how the New Jersey police were traveling and what the drivers ahead of them were thinking and doing. Please enlighten the rest of us.
Until you do that, though, I'll surmise that perhaps those people who were upset thought they were doing the right thing by getting out of the way of speeding emergency vehicles. I defy you to pick any random county in Virginia and identify every emergency vehicle that might be on the highway at any given time. All any driver knew was that there was a car with flashing emergency lights behind him. The buttumption would be that these cars were responding to a legitimate emergency and it would be prudent to get out of the way. The drivers who were in the left lane may even have been exceeding the speed limit in a pbutting situation (they might even have met one of Khokar's Korollaries that say you should only be in the left lane if actively pbutting or if you are certified as "DIG"). There is no telling how rapidly the cop convoy arrived on the driver's bumper (or when he might have seen them, given the hilly terrain on that section of I-81), but he may not have wanted to jump from 70 to 100 just to clear the way. If there was a line of traffic in the right lane (and slowing down in front of an emergency vehicle really doesn't occur to most drivers), then the only option was to pull onto the left shoulder (such as it may have been in that location). So the driver clears the way by going left and you still call him a "f***ing idiot." Seems like "pot kettle black" has a good application here, since you still missed the initial point -- cops were putting themselves above the very laws they strictly enforce against everyone else.
