I think you are making an buttumption that all speeders are maintaining a constant rate of speed.. just higher than others when, in fact, there are folks who travel on an open road at a constant speed... but when they encounter traffic... they'll speed up.. for instance to execute a quicker pbutt around an 18-wheeler... or to get around a slower - constant speed driver in the left lane or they'll slow down even.

I think you misunderstand that some folks behavior is to EXPLICITLY manuever so as to MINIMIZE their proximity to other vehicles... they may even slow down and drop back if they see a "blocker" in the left lane ahead of them and one or more tailgaters trying to dislodge the "blocker". Their goal is to put distance between themselves and obvious threats.

So the point I am making.. is that some drivers ADAPT to the conditions changing their speed and their maneuvering so as to maximize the distance they are from other vehicles and to explicitly take action to distance themselves if they are getting boxed in and-or placed in a situation where there are multiple vehicles in close proximity AND they are being operated in ways incompatible with respect to each other.....like the "blocker" vs the tailgater-swerve-weave fellow. Put two or 3 folks together like this - in close proximity - and the goal of the "avoider" is to remove himself from that mix.

IMHO if one persists in maintaining the same speed - no matter what that speed is - and no matter what the traffic conditions and flow is around them... then I consider them to be as unsafe as tailgaters and weavers. They are, in fact, one more threat to be aware of and take into account.
