Millions of drivers tailgate "safely" every day as well. It doesn't mean that it's an example of safe driving behavior.
I'll grant you that if the pbutting lane is blocked, I'm stuck behind traffic, but if it isn't then I'm the one who tries to get in the clear (and I usually succeed). I really don't like being boxed in, but if traffic gets heavy enough so that I have no choice, I just remain in the right most lane keeping pace (at least I'll have the shoulder if needed).
Traffic has to be relatively sparse and I have to know the location well before I approach 20 mph differentials. My differential is usually between 7 and 15 mph.
Those one or two will lead to problems if they have bad driving habits such as tailgating (which isn't a problem for me since I'm rarely tailgated), or hanging beside you (since you're less likely to vary your speed to "shake them loose").
I believe that the real reason we're not seeing each other's points is that we typically drive in different traffic conditions. I drive in southern WV and southwest VA. Traffic for the most part is few and far between. When I encounter a lane blocker, it's clear that there is no one ahead impeding his progress and it's clear that a clump could easily form if there's more traffic.
I guess the conditions you drive under involve far more traffic. If I'm driving in NOVA on I-66 or I-81, there's no way I can maintain a high speed differential and I can't avoid being in close proximity to other vehicles. But, under the conditions I usually drive, it's quite easy to avoid that situation and I fail to understand why all drivers don't follow that philosophy (i.e., the conga lines of 3 or 4 vehicles following close to each other in the right lane without any other traffic in the vicinity).
If you're referring to tailgating, I don't.
But, as I noted above, they are following at distances far closer than would otherwise be necessary in locations I drive. I mean, why follow at a 3 second distance when you could easily drive in such a way that the next vehicle ahead of you is more than 30 seconds away?
And they pbutt the traffic and open the distance again.
People don't have to speed to be spread out. They could decrease their speed by 5 mph and fall back. The problem is that they don't.
