all discussion about speed aside - you, as a driver, have a responsibility to be aware of the situation on a highway AND to adapt to that environment so that you don't become a danger to everyone else - whether the prevailing speed is 25mph or 125mph.
It "might" be okay to go 85 or even 90 as long as you, in the process, have not become a danger to almost everyone else on the road - and ESPECIALLY those travelling 20-30 mph slower than you and ESPECIALLY if that speed differential is with respect to the MAJORITY of other drivers that you are pbutting. One has to be pretty damn confident that you are going to overtake and pbutt car and car with that kind of speed differential without sooner or latter encountered someone who pulls out - and totally misjudged the speed difference between you and him - and this does happen - because there are still those folks who do not use their mirrors but instead turn their necks.....
.. you're not justified to engage in unsafe behavior because you don't like the way others are driving and you're certainly not enbreastled to go 95 mph (like those cops were).. REGARDLESS of what the rest of the traffic was doing and you're certainly not enbreastled to tailgate and bully-intimidate others who, in your own mind, are - "in your way" - when "others" are defined as - not one butthole holding up 20 cars - but, in fact, almost everyone else on the road.
this is totally separate from the posted speed and-or local authorities who may ticket you.. it has entirely to do with how you behave relative to others... it's really no different than you pushing your way through a line at McDonalds because you think your needs are more important than others.. it's bad form.. and on highways.. it's a totally unsafe practice that is in and of itself reckless.
