The charter says:
"The purpose of this group is the discussion of all aspects of non-professional motorised vehicle driving including, but not exhaustively, good places for 'fun' drives, driving skills, training and driving organisations such as the IAM, RoSPA & so forth, road safety, road law enforcement, general insurance issues and legal interpretation of driving law.
"It is primarily concerned with driving within the UK, but comparisons with driving experiences and legislation in other countries are admissible.
"Discussion of cars as related to transportation issues (integration, congestion, etc.) should take place in uk.transport. Discussion of cars as hardware should take place in uk.rec.cars.misc. It is unlikely that any topic will be sufficiently relevant to more than one of these three groups, so posters should think carefully before cross-posting between them."
So therefore any general discussion of traffic law and enforcement is on-topic in this group. It is not purely about recreational driving, i.e. driving for fun.
If it's mostly about speed and speed enforcement, that's because that is what people see as the most important current issue.
