Those conditions can be handled with a reasonable reduction in speed. If you do 35 mph in those conditions, you likely can stop if you need to, and will be seen soon enough by someone who didn't slow down far enough in advance for them to miss you.

The recent responders seem to believe that its great to ticket people for driving in impossible conditions, when there is likely little choice. Sometimes, its just not possible to do the 'right' thing because there is no 'right' thing to do - even stopping is equally dangerous because of the good chance of getting hit by people who are still drivinig. Its under these circumstances I believe that the state is simply taking advantage of a situation to make money. Get a ticket? What you gonna do next time? Drive slower and get hit from behind, stop and maybe still get hit from behind - there's no right answer sometimes.

This is always a concern if you are on the road and the conditions go to hell in a handbasket - you're "out there" and must react in some way, but anything you do - maintaining speed, slowing down, or stopping can be equally dangerous.
