It's not relevant to your situation, but a consideration about whether to speed in a 30 zone in order to "make progress" is the noise level created by the car. There's an urban road near us which has a nice long straight stretch - 3-4km - with houses either side separated from the road by a good space of grbutty verge and no joining roads - so I guess the speed limit could be raised "safely" to 40.

However, I know a guy down this road and we sometimes sit in his front room killing off a few beers and discussing radios, computers and other nerdy stuff - and believe me, the noise-level difference between a car pbutting at 30+ and one at 40+ is quite significant - so much so, that I'd be seriously hacked off by people "making progress" if I lived in such a location.
I'm reminded of a comment made by my driving instructor 40 years ago when he said that when we're at the wheel, we have a choice in our behaviour, whereas the people we affect don't have this luxury - I suppose atbreastudes have changed though and now it's more a case of "I'll do as I see fit" rather than "how does what I do affect others"
