It is a question of priorities. These drivers tend to regard themselves as invincible. They have fast reactions and perhaps think this will be enough to ensure their safety. Thet are of course wrong.
But that being said, safety is not always their priority. ISTM that the young are prepared to take more risks anyway, perhaps they have no dependents, and many enjoy risking thier lives, I know I did (but not on the public roads, I preferred rock climbing).
But driving is a continual process odf lesrning, or at least should be. Last year I spent a few hours stuck in a supermarlet car parl becuase lots of drivers could not handle snowy conditions, and all the roads were blocked, The year before I narrowly avoised spending the night on the M11, as many others did.
I think I know how to driveonsnow and packed ice, having lived for three years in arctic Sweden, where the roads are covered in ice for nine mons of the year.. It horrifies me to see that so many in this contry are clueless, and it only taks one mistake to block a road. The problem is educcation.
