Well, it had to happen one day... I am in complete agreement with you.
I always used to ask new buttociates, "why are you here?". If they said that it was to get cheap insurance or anything like that, I told them that if that was the prime motivation then they were wasting their time. I was only interested in teaching those who really wanted to learn something. I have also had police instructors tell me how once a basic driver has got their ticket and goes back on patrol, the first thing that goes out of the window is the driving. Apparently, they just have too much else to think about.
All that said. I still believe that the original premise that "there's only a small link between ability and accident risk" is overstated. Those who are genuinely better trained have only reached that level because they really wanted to. That in and of itself shows an entirely different atbreastude to the average driver and will therefore result in an approach that reduces the opportunity for involvement in "at fault" accidents.
