If you are driving along a dual carriageway or motorway and approaching an 'on slip' and you see another vehicle coming down the slip who is likely to conflict with you there are 4 alternatives open to you:
1. Move to L2 if possible.
2. Speed up to get ahead of him.
3. Slow down to go behind him.
4. Maintain current speed in L1 and let the other driver adjust speed to join safely.
Option 1 may not be possible if L2 is already full or you are driving a slower vehicle such as a lorry. Option 2 and 3 may make things worse if the joining driver also changes speed in the same manner. Option 4 is iaw HC233 and 234.
You can't easily let the other driver know which option you are going to take and the only safe options which can't cause confusion are 1 if possible or 4. In Kev's case he choose option 4, which was the only safe option open to him as L2 was busy.
