How fast was traffic going? I buttume there was a 40mph limit? (Haven't seen that side yet, but South-East-bound there was)
Was there a car immediately infront of the Escort on the slip-road? Where did it go?
Was the traffic zip-merging until you closed the gap that the Escort was expecting to take? (Were you level with the car whilst it was driving along the slip, or slightly behind-infront?)
It's entirely possible that the Escort driver was a complete ****, but I find it quite unlikely that anyone would be stupid enough to try to merge at roadworks without even looking -- but not impossible.
It seems more likely to me the traffic was zip-merging, there was a gap the Escort was trying to get in, but instead of easing off to let the Escort merge, you simply kept going and closed the gap. I wasn't there, so I can't be sure... but by your OP, it seems to me like you were annoyed at people staying in L2 to let the traffic merge, so decided to enforce your "right of way" and make the joining traffic stop. Except it didn't.
