A very common behavior and just as described in the article. Or we have your buttumption of a less common behavior of someone who wants to pbutt slower traffic cutting directly over from the on ramp. But adding to it and making it even more odd and rare to the point that I've never experienced it doesn't actually accelerate and instead becomes blockage. See, most people who want to pbutt like that, just get on the go pedal and don't look back. If she was actually pbutting she would have been gone and left him sucking dust. If she was typical ramp to pbutting lane sloth it goes just like the article described it.

I don't know about you, but the simpler story that matches the article seems considerably more probable than your considerable addition that requires a very odd combination of opposing driving styles on her part.
