Or I and MILLIONS of people like me can just continue to ignore the absurdly low "Speed Limit" laws every single day that we drive.
A speed that is as fast as possible for the situation. Anything less than the MAXIMUM practical velocity is, ipso facto, inefficient.
Complete bullpoo. The overall speed of the traffic, or lack thereof, is by far the greatest factor impacting congestion. In fact, quite logically, todays traffic "congestion" can most simply be defined as a lack of speed.
To illutrate the point further, if you've even been on the freeways around Souther California, where bumper to bumper traffic on a 6 - 8 lane freeway is all traveling at 60-70mph, not many people would complain about it as "congestion". Congestion is when the velocity of those vehicles slows down to a point below the maximum possible speed.
Hence the necessity of the KRETP law, getting the slower drivers (irrespective of the posted signs) all clustered over together in their own, private, cell phone yapping, make-up applying, yelling at the unrestrained children, too old and incompetent to be behing the wheel, law abiding world.
Then, without the obstructions in the faster left lane, there are fewer of these "waves" you posit. Slow and incompeten fools to the right, faster competent drivers with a purpose to the left ... "everyone grab your partner and doe see doe..."
