2 seconds is a long time. That should allow you much more than ample time to respond as well as giving you good forward vision around the vehicles you are following. Hang too far back and it might provoke those following you to try a rash overtake.
Is there a problem with your speed of response, your brakes, or your use of the brakes? I would be very concerned if my speed of response were so poor that 2 seconds did not allow me to brake quite easily to match the speed of any vehicle I might be following that might start braking heavily.
You are allowed to 'use up' some of your 2 seconds spacing during the braking process you know. The two seconds is to allow you time to buttess the need to brake and swap from accellerator to brake and carry out the braking. If you are already on the brakes, you don't need quite so much of the 2 seconds.
Driving down a motorway I often see traffic in front braking. Most times, all I need do is ease of the throttle and be ready to brake allowing the spacing to close a little. Only rarely do I find I need to actually apply the brakes.
