While I applaud the fact that in miserable conditions you were driving such that you could, and did, stop within your range of visibility, I find the 1 sec gap per 10mph rule somewhat dumb. At 60mph, a 6 second gap is 1-10 mile, or 528 feet. The "official" stopping distance at that speed is 240 feet, so you are leaving more than double the stopping distance between you and the car in front, and who knows how much between you and the limit of visibility (I'm talking normal, dry conditions here - obviously the rules change a lot in wet-fog-spray-etc). At 70mph, 7 seconds is 718 feet, compared with a stopping distance of 315.

No it doesn't. Speed limiters encourage driving on the limiter whatever the conditions. Speed limits and no limiter allow the driver...

In fact, on any normally trafficked road, leaving a 1-10 mile gap at 60 would be pretty much impossible as it'll get filled by other cars. I think that a revision of this rule may be advised to something a little more practical, while still remaining safe. You also need to consider that your chances of being tailgated will probably increase if you leave what others think of as an excessive gap in front of you (I'm not condoning tailgating, just trying to analyse some behaviours).
