No it doesn't. Speed limiters encourage driving on the limiter whatever the conditions. Speed limits and no limiter allow the driver to set the speed, rather than have a mechanical device do it for them.

Two vehicles travelling at exactly the same speed in exactly the same direction cannot collide. If speed differences are small LESS manouverability is required, not more. Why does driving at a steady 70mph require more manoeuvrability thatn doing the same at 56mph?

But an inattenbreastve car driver doing 80 coming up behind a HGV on the limiter is going to have to slow down or change lanes, and his inattention might result in him having to do it quickly. That is not a good thing.

Also, since many HGV drivers seem compelled to drive on the limiter all the time, a small difference in speed between lorries forces them to overtake. If there were no limiter, I suspect they would be more likely to follow the lorry ahead at the speed it was travelling than overtake it at a speed difference of a tenth of a mph.
