You are enbreastled to your opinion. However from the video, it is clear that this was a spur of the moment decision. I doubt that if the trucker had thought about it, he would have turned in front of a car in such a manner so as to use his fuel tank as the barrier.
Why, because I don't want untrained individual endangering innocent bystanders?

The Police were handling the situation when the trucker decided to get involved. Fortunately nothing really bad happened this time, but the potential for a disaster was there.

And you are ignoring the consequences of an untrained individual making a bad decision.The trucker had no idea what was going on, or why the Police were chasing this particular individual. If the suspect had been driving a little faster, it is possible the trucker's stunt could have ended up with one or more big rigs burning on a crowded freeway.
You seem to be hung up on what might have happen if this suspect had "gotten away." First of all, we don't know that he would have gotten away if the trucker had not intervened. Clearly there was surveillance available since we have the video to prove it. But lets buttume the suspect had managed to get past the construction zone and hid from the helicopters (a lot of supposing, but you seem hung up on this). Where was he going? Is it worth risking the lives of innocent bystanders to recover an old Saturn? As far as the trucker knew, the Police were after the guy because he made an unsafe lane change (which is exactly why the Police started chasing him in the first place). Is it worth endangering lives to catch a bad driver? Suppose there had been a kidnapped girl in the car? Was causing a crash that might have injured or end the victim justifiable?
Why, because I don't want untrained people deciding they need to enforce laws? Do you really want truck drivers deciding to enforce laws on the spur of the moment? If the Police want to use a big rig to create a road block, I can live with that, buttuming they thought out the consequences of this action. However, a trucker deciding on the spur of the moment to turn in front of a car in the middle of a crowded construction zone is just crazy.
