No what Devnshire police said was and I quote from your post
Now as a maths teacher I know that percentages are a magnificent way of hiding problems, they do not say what they are talking about, it could be that they checked 2 vans and found just one faulty. The only possible valid statistical study would be one where the quoted figures showed how many vans were pbutted without even being checked, how many vans were checked and how many vans were found to have faults. It's like saying for example that the police pulled over 100 cars on the M6 yesterday and that they found that 50% of them had faults that broke the construction and use regulations, and from that deciding that 50% of cars on the roads have such faults. It's just a completely and utterly ludicrous statement with no basis in fact that it is not worth saying.
