However, it seems to me that Mark's suggesting doing that in ALL cases - so, f'r instance - single carriageway road, you're cruising along at 70ish (Yes, yes, what of it?) in fifth, and see a hazard that you're not going to easily overtake immediately - say, a tractor doing about 20mph, with a string of approaching traffic - ahead.

I'd suggest that shedding the speed gently through the gears would be the most appropriate way of closing on it. By the time you're down to 20mph behind it, you're already in second.

It seems to me that Mark is suggesting you brake in fifth down to 20mph, THEN change down to second in one - and that to do otherwise would result in a loss of control.

I could, but I'm not going to just because you say so. If it's pointless, don't continue it. ...or even the interpretation with which...

Or a junction ahead. They're just changing to red as you approach. Mark would would slow to as-near-as-possible-to-stop still in fifth, because to do otherwise would compromise safety, as his feet just can't be trusted not to mysteriously fly off the clutch pedal, and his hand has to be firmly superglued to the steering wheel at ALL times.

Maybe I'm misreading him. But he seems fairly unequivocal to me.
