You forgot the improvements that have been made in road surfaces like the anti skid surfaces on my local country roads which do seem to have cut accidents significantly. Modern cars are much safer too. ABS and traction control helps prevent accidents. Which is why the total number of accidents in the UK is down despite vehicles travelling further. Better car design helps reduce the effects on those both inside and outside the vehicle if an accident does occur, such as airbags and crumple zones. Which is why rests are down and serious injuries are significantly down.
I'm not quite sure how lane restrictions or parking restrictions help prevent accidents. Cycle lanes are a complete waste of road surface as few cyclists use them. I often see cyclists using the pavement illegally rather than the cycle lane that has been provided even when the cycle lane is of good quality.
Speed humps have been shown not to be a safety measure as ambulance drivers in London reckon that humps are causing hundreds of extra rests amongst their patients. However, your other safety measures are valid.
