different people have different definitions of "chronic loose stray" -- your fox terrier example above might be a chronic loose stray to some people. once in a while escaped from your house for days could very well be a big nuisance to them because they don't like dogs or your dog was harbutting their pets while away from your house. or whatever. i think the point is that when someone else's "little problem" becomes ours, we don't look at it as quite so little...

that's why i make the appeal for a little moderation when it comes to this stuff. i think a *truly* chronic problem like a false alarm or a dog *continually* getting out should be dealt with. but in another post i think you said that a *single* instance of a false alarm is "too many." that just seems like a pretty harsh and possibly untenable position, especially because, if your life is anything like mine, there are times when i need a little grace from my neighbors because a friend visits with a loud motorcycle. or a visitng child throws a ball over the neighbor's fence. or i have to call my neighbors and ask "did i remember to close my garage door?" ;-)
