the one time i can remember in our neighborhood a *chronic* falsing alarm was one saturday night... there was a party going on at a house a few blocks away round the corner so of course people are parked blocks away beacuse there are so many people... this saturn kept going off for no reason, totally faulty. this is about 1AM. because it's up by my house, no one at the party can hear it.
i wasn't happy about it, but i walked down to the party and politely asked who owned the saturn up the block. they found her--she was embarbutted and very apologetic, and she walked with me back to the car and fixed the problem right away.

this has been the only case i know of in three years in my neighborhood, and i was able to track down the owner. again, pain in the butt, but certainly more effective than calling the cops on a saturday night or hoping that it would fix itself (it wouldn't have).
now i'll agree that this isn't exactly "justice," is it? maybe instant karma would be that a dude with a tow truck and comes and tows the nuisance car away? or a thief steals the alarming car? or whatever... but to paraphrase bill cosby, at 1AM i'm not interested in justice, i'm interested in *quiet*... ;-)
