There is no 51 state reciprocity. At best only a handful of neighboring states. With several states explicity ignoring the points of known townships that have such revenue scams. Add a federal guideline and poof... no more rights of the state to run their own f***ing business.
Did you pay attention in clbutt as to why it is important to have a state and federal government each with their own rights and ability to legislate? Or does "one size fits all" suit you just fine?
What an equipment violation has to do with a moving violation is beyond me. Points are not usually buttesed for having loud pipes. Typically it's a fixit ticket with a steep fine. Therefore this is a completely moot issue.
