Yeah, like when there a construction zone that magically never has any construction equipment or personnel, the limit is set 20mph lower than the limit on either side, and fines are doubled in work zones.
There was a section exactly like this on I-5 in WA. Those of us who lived nearby figured it out quickly. But the poor bastards who got nailed sure were trapped - by a false impression that the "construction zone" actually had any sort of reason for a 45mph speed limit.
No construction ever happened in that zone. I lived right there, and never saw any equipment or people, never saw any torn up or replaced road, no new striping, no cones, no barriers - nothing. It was a revenue-generating zone, set up to trap otherwise law-abiding people who were not presenting a danger to anyone by going the normal speed limit for that section of highway.
When a section of road is posted at a low limit for no visible reason, then enforced vigorously, that is a trap.
I've heard of school zone SLs enforced at 11:30 in the PM on a 45mph road.
Hey, double fine in a school zone, too. Hmmm.
