There are three main causes of extended journey times. The first is road works which unfortunately are necessary to maintain the road system and build new roads, for which there is usually lots of warning. The second is just too many vehicles leading to congestion especially when they conflict at junctions, although this is fairly predictable as the traffic levels and chock points are well known at least locally. The best solution for that would be less vehicles on the road. This could be achieved in many ways such as giving a viable alternative by way of PT, people staying at home more, or restricting car ownership by either financial or other means.

The third cause of traffic jams is accidents, which are the least predictable for both time and location. The authorities have little chance of providing diversions until a large number of vehicles are stuck in the jam. People have little chance of avoiding the jam either unless they are lucky enough to hear about it in time to divert. The best solution for that type of jam is for the strict enforcement of traffic laws by all available means. Most accidents are the result of someone failing to drive in accordance with the way they were taught to pbutt the driving test. Very few accidents occur due to equipment failure thanks to the MOT test.
