No, high on the list is people distracted from the essential act of keeping a situational awareness on what's going on around - by the act of looking hard to see if that white van, hiding almost behind the burger van is an unmarked speed camera or just a plain white van. Now that IS a direct hazzard caused SOLELY by the stupid, ill thought out, and draconian attempts to fine people for exceeding some arbitrary numerical speed limit which is NOT directly related to what would be considered a 'safe speed' or 'appropriate speed'.
Yeah, great idea, get people to almost totally ignore what's going on around them for perhaps 5 seconds or more - in a location which if the scamera proponents are telling the truth is somewhere where you least need such distractions.
The more incipid error of speed cameras is that they they are teaching drivers the simple but entirely false message - if you keep you speed below some arbitrary number painted on the signs then you are safe and won't get nicked - irrespective of the conditions or how f***ing badly you drive".
You can argue otherwise till the end of time, but that IS the message that people are getting.
