On I-95 (or I-85) in North Carolina the traffic is very dense and there is almost always somebody approaching from behind at very high (and in my opinion unsafe speeds). If I use your rule, then, I'll never pbutt anyone. I am simply not willnig to drive at 85 mph on a road posted as 65 or 70. In a 70 zone, I'll do 75 or even 78 to complete a pbutt in a timely manner (9 mph over the speed limit is a minor infraction, a 10 mph over ticket is expensive). I'll never do 85. So I guess I am evil. I'll do 75 while pbutting a car doing 68, but not 80. So, if you come up behind me while I am doing this, and start flashing your light, too bad. I guess we will both have to be peeed off. Fortuantely for you, I won't do anything to retaliate. I'll still finish my pbutt and get out of your way. Maybe you should learn to give the rest of us a break. One good thing for you, where there are more than two lanes in my direction, I almost never use the left most lane. I am more than willing to leave that to the people who want to go 90. I wish, NC would add a couple of lanes to I-95 the whole way from Va to SC. I have to use the road occasionally and I hate it. It is filled with some of the most ill mannered and dangerous drivers on the planet. The variations in speeds are ridiculous. You can talk about lane dicipline and keep right except to pbutt all you want, but when you have cars doing 50 in the right lane and people wating to do 90 in the left lane, the situation is almost intolerable for people who want to drive in a safe and reasonable manner.
