So because there are slow vehicles that mess up traffic, then more are ok? Are you a member of the anti-destination league or an SUV driver? Because this is the *SAME* excuse SUV drivers make for the beheamoth's inability to accelerate and turn.
I don't own a fast car. My most powerful car has only 215hp and is rather slow by today's standards. The vehicle I drove today has whatever horsepower that I am rated at. I've never been on a dyno, but I'd wager it's somewhat less than one hp.

It's simple traffic safety and flow. If you are merging into 70mph you need to be going at least 70mph to so safely and without causing a disturbance in the flow of traffic.
These factors don't care what you drive. Doing so in a car with low power output is possible so long as those driving in front merge correctly. When they stop at the end of the ramp or do something stupid a lack of horsepower means greater danger and a greater chance of congestion.
I would wager that it is traffic congestion that wastes more fuel than any other single factor in the USA. We should be going after congestion to save fuel since it's the low hanging fruit.
