Technology has enabled a multi-million pound revenue stream to be created. However, in order for the public to "buy in" to this, they had to trick the tehm into believing that a) speed was the cause of accidents, or that (b) accidents involving serious injury are acceptable but not those that involve rest. In bringing about this new found wisdom, they have turned on it's head years of hard won intelligent driver atbreastudes, previously re-inforced because traffic officers used to distinguish between, on one hand speeding safely, and dangerous driving on the other. Now we've cleared away the traffic police (who also were feared by regular police), and now we've diminished the stigma of having an endorsement on your licence, by ensuring that the most responsible, careful drivers are caught out by nerds hiding in the back of vans on country roads at 5:45 in the morning (as happens in Kent), simply raising money for the government. The final slap in the face is, having collected his evidence, the civillian driver of the van, then packs up his camera, climbs in the driving seat and roars off breaking the speed limit. This is Labour - the politics of envy and grab.

No it's not ...... it's very easy to get caught, particularly when people are away from their local roads in unusual areas. The road signing is so complicated, the lane and direction information so plentiful, that it is very easy for someone to stray from one speed zone to another without realsing it. You can also pick up 5 mph on a downward slope very easily while you're concentrating on other detail. Any fool can ride around their home town and stick rigidly to the limits, but it doesn't mean that their driving safely.

So, essentially, what you are saying is that rather than actually trying to do something about road safety, ie stopping drivers travelling dangerously fast in known black spots, you were instead on...

Which is prescisely what they do. Remember, politicians are not clever people, and they abuse information continuously.
