Without specifying the actual conditions in which it will be better to drive forwards into a driveway, the Highway Code nevertheless recognises that there are some. Whether those conditions exist is a matter of judgement in the particular case. For the judgement, that is, of the driver, not some armchair pundit in Yeovil, Stirling or Aberystwyth.
