I believe in this case, it is quite a large "most", but I wouldn't like to try and quantify it exactly.
I have come across driveways such as you mention, but I have come across a lot more without that problem.

But just because you *can't* does not mean it is a "good" thing to do it the way circumstances force upon you.

But you did say that it is a high enough hedge to block the view from next door. And from several other properties. Which does tend to imply that the hedge comes to the edge of your property.
Of course I have no idea how wide the pavement-verge outside may be, so it is possible you can reverse out far enough to see before the rear of your car extends into the road.

But it is virtually impossible for it to be safer to reverse out of a driveway than to reverse in.
