"Advice" never applies when it is not possible to follow it.
But not the one you have been writing about.
You keep talking about some "unspecified" conditions, in which the advice is "disapplied" (not a word, BTW, but I think I understood your meaning).
I am not aware of a time when that was the case, except maybe in about the 70s. Most older cars I see on the roads seem rather larger than their modern equivalents.
They usually appear tiny. Except when they are supposed to be "double" garages.

Yes. That I am aware of.
I haven't said "full" opening. Just enough for pbuttengers to get in and out reasonably easily (and although I didn't say so before, buttuming pbuttengers of normal mobility).

If something is ill-advised but you have no choice but to do it anyhow, then you should take extra care when you have to do it.
