Wow, you're a flaming idiot. Of course we can tell, or at least estimate with a reasonable degree of accuracy, how many vehicle miles are traveled over a period of time. We can also estimate how fast traffic is moving. We can also count crashes. We can even plot those crashes on a pretty chart with one of the axes being pre-crash speed. We have the technology. Therefore we do have a way of seeing how many people *don't* crash and what speed they're traveling.
Most of the people that don't crash are exceeding the speed limit. In fact, the absolute safest speed to drive on a freeway, statistically speaking, is the 85th percentile (which, oddly enough, is where the speed limit *SHOULD* be set, but almost never is.)
what you say above, while true, does not address the issue of "speeding" i.e. exceeding the number on a sign; nor does it address the rates of crashes per VMT decreasing with increased speed up to the 85th %ile.
