No, I do not mean to infer colour as the cause, more the origin of the driver's motor education; I work with many africans who are not black. It so happened that the ones who have made me perform such emergency manoevres have been black; it's an observational point only.
It is scum city, week before I saw this man sit in his car, parked on a yellow line and blocking a corner outside a Chippy, drink his can of chemicals, and although he was parked next to a litter bin, he just dropped it out of his window onto the road, while his similarly obese female accomplice procured deep-fried sustainance for the family (again a presumption). That kind of behaviour is normal round here, and I have to say they really are the dregs of society, presumably pushed out this way as the housing prices more central like Charlton and Greewnich-Blackheath rise beyond the incomes of all but the overpaid.
Maybe you're right - I live in a poohole full of nobends from all corners of the planet, and it's to be expected with that premise, and the observation about Africans is coincidental.
