Absolutely! You have got to give those in front a chance to overtake. Yes I know some will be timid, some will have slower cars than yours. But nontheless, you need to give them the chance.
Quite often, if you come to a place whre overtaking is safe, such as a stretch with an extra lane, those in front of you will pull out and overtake. Many is the tine where I,following such a procession, have found myself held up again by overtaking vehicles ahead of me with poor acceleration, and sometimes I have had to pull back in behind the slow vehicle because i ran out of room, depite knowing, given a clear run that was not baulked by slower vehicles ahead, I could have got past all of them.
The real culprit is of course the slow vehicle at the head of the queue. They have a good idea in Cyprus. Frequent crawler lanes into which slow vehicles such as lorries can (and do) move to allow faster traffic to overtake. These are not just on hills, but on normal roads every couple of miles or so. Something as simple as that on single carriageway roads could overcome a lot of our problems.
When driving my camper van, I will pull into a layby to let traffic past if a quese of faster traffic forms behind me. But it seems that hardly anyone else ever does this, not even tractor drivers or caravan tuggers, both of which are somewhat slower than my van.
