As far as I can tell, the HC does not *define* "Give Way" - it simply uses the term. The TSRGD says that (in conjunction with the relevant road markings "no vehicle shall proceed past such one of those lines as is nearer the major road into that road in a manner or at a time likely to endanger the driver of or any pbuttenger in a vehicle on the major road or to cause the driver of such a vehicle to change its speed or course in order to avoid an accident."
Now vehicle includes horse-drawn vehicles, cycles and handcarts (amongst other things) as well as motor vehicles. Whether roller-skates (or even a skateboard or pogo-stick) consitute a vehicle within the meaning of the regulations, I couldn't say. And I think it doubtful that a pedestrian or horse with rider or herd of animals would qualify as a 'vehicle', so the regulations appear sloppily drawn up. It apparently looks legal (although certainly inadvisable) not to give way to horses with riders, for example. Whether there is a catch-all elsewhere in the regulations and-or acts of parliament, I couldn't say.
